1) The “Jharkhand Council of Educational Research & Training (JCERT)” invites e-bids in two bids system (Technical & Financial) from reputed, registered and experienced firms/agencies for the following works related to Jharkhand State Olympiad-2023 for about 1.5 lakh students of Classes VII, VIII and IX of all government and government aided schools of Jharkhand state. The number of students may be change upto +/- 20% at the time of work order.

1. Printing and Distribution of Class-wise Question papers. (Manuscript will be provided)
2. Printing and Distribution of OMR (Answer Sheets) having unique Serial No. and Collection, Scanning and Processing of OMR Sheets and Submission of School-wise, Child wise, Subject-wise, Result and Report.

Scope of work for Printing & Supply of Confidential Question Papers and OMR Sheet:
- Department of School Education and Literacy, Government of Jharkhand has decided to conduct OMR based Jharkhand State Olympiad – 2023 of all students in twenty-four districts enrolled in class Seven, Eight and Nine.
- In this context JCERT has been authorized to conduct above mentioned Examination.
- As per the decision taken by School Education and Literacy Department, Jharkhand, JCERT has been authorized to organize and monitor the conduct of Jharkhand State Olympiad - 2023.
- In context to clause 6.1 to 6.3, JCERT shall get the Question papers and OMR Sheets printed, packaged center-wise and supplied to the destination points (District Headquarters) across the State.
- OMR Sheets should be composed and printed along with certain variable fields like District Code, Class, Subject, Name of the student, Roll No etc. so as to accommodate minimum 100 questions in one side of OMR Sheet having 4 bubbles per question. The size and spacing of bubbles should be large enough to suit the filling-in of bubbles by students of lower classes as well. Each OMR sheet should have a unique number printed on it. OMR Sheets should be packed in class-wise, school/center wise packets for easy and secure distribution.
- Collection of OMR sheets from district headquarters, Scanning of OMR Sheets, Preparation of Result and Analysis of the Result would be the responsibility of the agency.
- All works should be completed within 30 days from the date of issue of the work order as per the schedule. Hence, the Question papers and OMR Sheets are required to reach the destination points 2 days before the test.
- Tentative number of Question papers and OMR Sheets to be printed is given in schedule of requirement. However, the List of destinations along with contact number and address will be provided at the time of Agreement/Work order in softcopy.
- Designing & Printing of OMR sheets in black and white and plain paper having 100 GSM. There might be more than one type of sheets for each exam and/or standard software having excel based form designer. OMR Sheets should be composed and printed along with certain variable fields like UDISE Code, Class, Section, Name of the student, Roll No etc. so as to accommodate minimum 100 questions in one side of OMR Sheet having 4 bubbles per question. Each OMR sheet should have a unique number printed on it.
- School / Center wise packing of OMR sheets in a common sealed cover. OMR Sheets should be packed in class-wise, school-wise packets for easy and secure distribution.
- Each package will have summary sheet sticker on it and one blank sheet in the packet which will be used while returning the packet. Agency need to verify these sheets at the time of collection.
- Distribution of center wise packed OMR sheets in 24 districts of Jharkhand.
- OMR Answer Sheet Scanning with OMR/ICR/OCR Software Technology and related to Result Processing
- The output of scanning process should be either in CSV format or any other database table format
- OMR Answer Sheet Scanning with OMR/ICR/OCK Software Technology and Result Processing.
- Scanning of OMR Answer Sheets using OMR/AICR/OCR technology with high-speed scanner.
- Generation of scanned image of each OMR sheet with high resolution.
- Generation of soft data from scanned image either in CSV format or any other database table format and reports.
- Proactive error detection and correction mechanism. OMR technology should be able to proactively indicate the erroneous OMR sheets at the time of processing itself.
- The OMR technology used for processing of sheets should allow the correction of error sheets by looking at the image on the same screen.
- Synchronization/Link-up of retrieved data with original Data.
- Submission of complete database with scanned images on external storage device with searching software for easy search of OMR images.
- Tenderer should have enough technical knowledge and infrastructure.
- The performance and discipline of the resources provided by the bidder should be ensured by the agency.
- Regular progress reporting and review of the same with the concerned user, JCERT will be integral part of the responsibility of the agency.
- Timely production of quality output will be an overarching responsibility of the agency.
- Agencies should provide Turn Key solution for the project. i.e. Examination related all the activities.
- The entire work needs to be carried out in the Bidders own responsibility to maintain the confidentiality. Sub-letting or outsourcing the work to any other agency is strictly prohibited.
INSTRUCTION TO BIDDERS (ITB)
1. Registration of bidders on web portal and uploading of bid
1.1 The Bidder, who intends to participate in the e-tender called by JCERT, Ranchi has to
register itself on the e-Procurement portal http://jharkhandtenders.gov.in.
1.2 PARTICIPATING IN THE BID IN THE E-PROCUREMENT PORTAL: The Bidder intending to
participate in the bid is required to register in the Portal with some information about
the firm. This is a onetime activity for registering in Portal. During registration, the
firm/bidder has to attach a Digital Signature Certificate (DSC) to his / her unique user
ID. The DSC used must be of appropriate class II or Class III digital certificate issued by
a registered Certifying Authority, Government of India
1.3 In case of Partnership Firm, majority of the partners have to authorize a specific
individual through authority letter signed by majority of the partners of the firm.
1.4 In case of private limited company, public limited company, the Managing Director or
any other person having designated authority to authorize a specific individual, has to
authorize a specific individual through a authority letter.
1.5 This authorized user shall be required to obtain a digital certificate.
1.6 The digital certificate issued to the authorized user of a partnership firm / private
limited company/public limited company and used for online bidding will be
considered as equivalent to a no-objection certificate / power of attorney to that user.
1.7 To log on to the portal the Bidder is required to type his/her username and password.
The system checks the unique ID, password and DSC combination and authenticates
the login process for use of portal.
1.8 The tender documents uploaded by the Tender Inviting Officer in the website
http://jharkhandtenders.gov.in will appear in the “Latest Active Tender” Section.
Only a small notification will be published in the newspaper along with mention of the
specific website for details. The publication of the tender will be for specific period of
time till the last date of submission of bids as mentioned in the ‘Invitation for Bid’
after which the same will be removed from the list of Active tenders. Any bidder can
view or download the bid documents from the web site.
1.9 Cost of bidding document (non-refundable) is Rs. 11,800.00 (Eleven thousand eight
hundred only) including 18% GST for each group, which shall be paid by a Demand
Draft issued by any nationalized/scheduled bank in favour of Director, JCERT, Ranchi.
1.10 Required earnest money deposit (EMD) in the form of bank guarantee/demand draft
issued by any nationalized/scheduled bank valid for 90 days must be uploaded with
the technical bid.
1.11 In the E-Procurement Portal, Commercial bid BOQ – I is format for total rate in
Microsoft Excel format is available on the web portal. The bidders have to fill
package wise total rates in figures and should not leave any cell blank. The filled
BOQ-I will be uploaded on web portal .The line item total in words and the total
amount shall be calculated by the system and shall be visible to the bidder.
1.12 Bids cannot be submitted after due date and time. The Bidder should ensure
correctness of the bid prior to uploading and take print out of the system generated
summary of submission to confirm successful uploading of bid. The bids cannot be
opened before the due date and time of opening.
1.13 Each process in the e-procurement is time stamped and the system can detect the
time of log in of each user including the Bidder.
1.14 The Bidder should ensure clarity/legibility of the document uploaded by him to the
portal.
