2. Pre-Qualification Criteria
1. Legal Entity: The Bidder should be a Company registered under the Companies Act, 1956 / 2013 or Partnership firms registered under the Limited Liability Partnerships (registered under LLP Act, 2008) or Partnership firms registered under the Indian Partnership Act, 1932 or Sole Proprietor and operating for the last five years or more. Also, the company should be registered with GSTN.
2. Annual Turnover: The Bidder should have an average annual turnover of at least INR 2.50./- Cr. over the last three financial years FY 2019-2020, 2020-21, 2021-22).
3. Experience
A) The Bidder / firm should have last 5 years of experience for providing Digitization, Scanning & Indexing services of files /records at Central Government/ State Government/ ULB /Semi Govt. /Govt. & Public Sector Organizations / any Other Government Organization.
B) Implementation experience of minimum ONE project with Document Management System in any Government Department at Central Government/ State Government/ ULB /Semi Govt. /Govt. & Public Sector Organizations / any Other Government Organization
4. Technical Capability: The Bidder on its own name should have satisfactorily executed the work of Digitization, Scanning & Indexing of files/records in ULB /Semi Govt. /Govt. & Public Sector Organizations during last five (5) years.
a) Three completed works or currently executing three works each costing INR 19/- Lakhs.
OR
b) Two completed works or currently executing two works of each costing INR 29 /- Lakhs
OR
c) One completed work or currently executing one work with costing INR 38/- Lakh
5. Local office: The Bidder should have presence in Maharashtra with 5 nos. or more resources working on payroll of the organization.
Evaluation of the Bidder for e tender:
a) Based on the technical evaluation criteria, only those bidders who qualify in the technical evaluation will be shortlisted for commercial evaluation.
b) The selection method will be on “Least Cost Basis”. The Bidder who has quoted the lowest price will be allotted the work and letter of Award shall be issued.
Even though the bidders meet the above qualifying criteria, they are subject to be disqualified if they have:
- Made misleading or false representation in the forms, statements and attachments submitted in proof of the qualification requirements; and/or
- Record for poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc.
