Eprocurement Punjab invites Tender for selection of "Data Center Operator" for Punjab’s State Data Center.

Introduction of Punjab State Data Center (PSDC)
1. Punjab State Data Centre (PSDC) project was envisaged under National e Governance Plan (NeGP) to act as a Central Repository of data & applications of the state.
2. PSDC was set up in an area of about 4500 sq. ft. on the 1st floor at DGRPG premises. The Data Centre was commissioned in Oct., 2017 and is manned on a 24 x 7 basis for its operation. PSDC currently has around 190+ physical servers / 300+ VMs for catering services to different Govt. departments / organizations.
3. PSDC is Tier – II Data Centre and is ISO 20000 & ISO 27001 certified. It offers Shared Services (Computing and storage services), Co-location Services (Infrastructure provided by Client department) and Managed Services (Infrastructure purchased by DGR on behalf of Client department). Currently, more than 120+ applications and websites of different State Govt. Departments are hosted and running in PSDC. Many other departmental applications are in the pipeline. The current Data Center Operator is M/s Sify Digital Services Limited (SDSL).
4 The State Data Centre is a key-supporting element of e-Government Initiatives & businesses for delivering services to the citizens with greater reliability.
5. Through this tender document, potential bidders are invited to quote for providing Operations & Maintenance services and undertake upgradation of Punjab State Data Centre (PSDC). The successful Bidder shall undertake minimum responsibilities as specified in the Scope of Work.

Preparation of bid on "www eproc punjab" website:
1 The bidder is expected & deemed to have carefully examined all the instructions, guidelines, forms, requirements, appendices and other information along with all terms and conditions and other formats of the bid. Failure to furnish all the necessary information as required by the bid or submission of a proposal not substantially responsive to all the requirements of the bid shall be at bidder’s own risk and may be liable for rejection.
2 The bidders can visit PSDC to see the actual installations for themselves to assess the quantum of work involved before submitting the bid. Once the bid is submitted, it will be presumed that the bidder has seen and understood the complete Scope of Work.
3 The bid shall be uploaded on the “www.eproc.punjab.gov.in” website by the bidder or duly authorized person(s) to bind the bidder to the contract.
4 The bidder shall be responsible for all costs incurred in connection with participation in the bid process.
5 The bids submitted by fax / e-mail / envelope etc. shall not be accepted. No correspondence will be entertained on this matter.

Amendment to the tender document:
1 Amendments / corrigendums / addendums / clarifications necessitated due to any reasons, shall be made available on the website only as provided in the document control sheet. No separate communication either in writing or through email will be made to any interested/ participating bidders. It shall be the responsibility of the bidders to keep on visiting the website to amend their bids incorporating the amendments so communicated through the website.
2 In order to provide prospective bidders reasonable time for taking the corrigendum(s) or addendum(s) into account, DGRPG, at its discretion, may extend the last date for the receipt of bids.
