Notice for "Request for Proposal" from mp tenders

Dear Mr./Ms.:
1. Commissioner Land Records, Madhya Pradesh (MPCLR) invites proposals for “Selection of Agency for DMS Solution and Digitization of Legacy Records” More details on the Services are provided in the Terms of Reference (Section 5).
2. A company/legal entity will be selected based on Least Cost Method (L1).
3. The RFP document is available online at https://mptenders.gov.in. The company/legal entity are required to register on this MP Tenders website before the submission of proposals. Bidders are also required to have a Digital Signature (DSC) from one of the Government of India's authorized Certifying Authorities to submit a proposal online at the web address indicated above. The list of the authorized Certifying Authorities can be found at https://cca.gov.in/licensed_ca.html.
4. The prospective bidder requiring any clarification on the tender shall contact MPCLR/MPLRS through email by sending their queries at clrgwa@nic.in in the format given in this RFP.

Instructions to Bidders to apply for mp tenders
1. Definitions
1.1. “Affiliate(s)” means an individual or an entity that directly or indirectly controls, is controlled by or is under common control with the Company/legal entity.
1.2. “Agreement" means the Agreement to be signed between the successful Bidder and MPCLR/MPLRS including all attachments, appendices, all documents incorporated by reference thereto together with any subsequent modifications, the RFP, the bid offer, the acceptance and all related correspondences, clarifications, presentations.
1.3. “Applicable Rules and Guidelines” means the policies of the Government of MP governing the selection and Contract award process as outlined in this RFP.
1.4. “Applicable Law” means the laws and any other instruments having the force of law in the country, as may be specified in the Data Sheet, as they may be issued and in force from time to time.

Other important points of tender for DMS Solution and Digitization process
Project Duration: 3 years from the date of signing of the contract, which can be extended based on mutual agreement between MPCLR/MPLRS and the successful bidder, further for a period of two years, one year at a time, on the same terms and conditions as per the original contract.
Submission of the Pre-Qualification, Technical Proposal and Financial Proposal in the wrong format may lead to the Proposal being deemed non-responsive and the bid may be rejected.

2. For participation in e-tendering, prospective Bidders must get registered on the website https://www.mptenders.gov.in
3. Tender documents can be downloaded from the website https://www.mptenders.gov.in However, the tender document of those Bidders shall be acceptable who have made online payment for the tender documents fee of Rs 5,000/- (Rs Five Thousand only) and processing fee as applicable (non-refundable) to be paid online through the e-Tender portal (website https://www.mptenders.gov.in), without which bids will not be accepted.
4. Service and gateway charges shall be borne by the Bidders.
